Determine whether a point is within a given radius of a target point in 2D space.

Parameters

x	The x-coordinate of the point.
y	The y-coordinate of the point.
x_target	The x-coordinate of the target point.
y_target	The y-coordinate of the target point.
radius	The radius within which to check if the point lies.

Returns

1 if the point is within the radius of the target point, 0 otherwise.
